This painting is an interpration of the quote attributed to General Crook during his campaign in the late 19th century to bring Apaches back to their reservations in Arizona and New Mexico. He believed that only an Apache was skilled enough to catch another Apache. The General used reservation Apaches as his scouts during his successful campaign.
